I'll put it this way; I don't know about Regionals, but I've coached in invitational tournaments where a NC "Classic" team was placed in the bracket with SC classic teams...
The President's Kepner Cup is the name of NC's spring President's Cup which is for U13-U18 boys and U13-U14 girls. It is open to all NC Classic Teams, excluding Premier level Classic teams. In other words, Classic 1st Division and below. The winners advance to the Region 3 President's Cup.
The fall competition is called the President's State Cup (not Kepner) and is for U13-U18 girls teams.
Note: In NC, boys play high school soccer in the fall and girls play in the spring. That's why the club seasons and cups are split.
