Just because they are invited doesn't mean they have to apply. That is what the application is for; to indicate willingness to accept the inviation and to provide contact info and other info about the team.

So you are saying USYSA should schedule this event on a different date and deny the NL teams from all over the country the opportunity to play at the NCAA Final Four locale on the Final Four weekend because one state association has chosen not to have it's State Cup in the Spring like everyone else?
