Coach, your team qualifies for the State Cup. Your DOC is added to your roster at the last minute. Come game time he / she takes over, changing your formation and your starting line up - essentially reducing you to the bench.

Don't see how that relates at all to the "recruiting" issue. But, yes it is completely within the rules and would be the DOC's perogative. But I'm not sure how many coaches would continue to coach for a DOC that did that. And I don't see how you have proven any point.
I think a better example is the DOC is added to my roster for coverage, I get sick before the cup and can't make it to the game and the DOC takes over in my place. My understanding is that is what happened with the players. They were reduced in numbers and added an extra sub to help out. The sub just happened to be a college player.
