I have heard of a player who is trying to transfer from a U17 RIII team (playing up ) to a U16 RIII team. Will this be allowed?

hmmm ........not sure but rosters are frozen in SCYSA for state cup Nov 18th.

Sure, he can transfer. As long as he is registers with SCYSA and transfers by Nov. 18.

I thought that any player could transfer to any team in South Carolina as long as it was done before 11/18/2006.

That's only if the losing coach doesn't sign the transfer document. There is no 30 day sit if all sign the transfer.

At this point with the roster freeze being November 18, essentially, if the losing coach doesn't sign it, the transfer won't be completed before rosters are frozen.

Interesting point about the signing of the transfer and the 30 day wait. Should players/parents/coaches request transfers to a better team? If so, what circumstances should be considered? College scholarships, more playing time, attending better tournaments, or a need to win more games?

Not sure what is meant by interesting point about the signing. This is what is from the SCYSA's minutes from Jun, "Any player transferring to another club, without their present coach’s signature on the transfer form, will be required to wait 30 days from the date the transfer form was received by the SCYSA State Registrar/designee before they can be rostered to another team. The player’s present coach may approve and sign the transfer form and the player will be released from their current team and eligible to be rostered to another team immediately upon the completion of the transfer form by the SCYSA State Registrar/designee."

"Should players/parents/coaches request transfers to a better team?" That's a question that can only be answered by individuals and their circumstances.

"If so, what circumstances should be considered? College scholarships, more playing time, attending better tournaments, or a need to win more games?" With the exception of the last one, these are all reasons I've heard about why people transfer. However, this is not the all inclusive list.

I think teams are required to have a certain number of players on the current team that qualified on the team for RIII last year.

That is correct, sweetfeet. Also, teams are allowed to received a only certain number of transfers onto their team per season.
