I would like to see High School, College, and Club all use the FIFA LOTG and if the games is a tie then it's a tie!
High School could even go a step futher and if you win your state in your division you sould then be moved up into a higher division. Do away with the AA-AAA-AAAA mandated current system. If you are a good team then be challenged at a higher level. This would take care of the teams that fall between the cracks and win there division almost every year due to level of competition they face.

Though it would be annoying at first, I think that would be something good to try. There would have to be a few more rules and guidelines on how to get promoted or relegated. For higher level teams, one could go by # of Wins or by # of appearances in the Upper/Lower State Championship games in a certain time span. There are many ways it could be done and then.....get everyone...to agree on it... Yeah it'll never happen

While I favor anything that improves the product, the reality is this: With the exception of the "power" 8-10 programs, most high school soccer teams in our state rise and fall with their upperclassmen. In other words, immediately after a promotion-worthy season built on seniors, they regress/rebuild with underclassmen. So, why promote them?

That's why there would have to be very well defined rules on the promotion and relegation of teams. I don't think it would be wise to promote a team after 1 year. I would say let it be similar to the realignment period. Every 2 or 3 years make the adjustments. That way you wouldn't have a "Cinderella" team getting the shaft and forcing them into a level everyone knows they couldn't compete in. True, it does raise a question of why even do it, but it's better we think of different ways that we could change to, than to wait and throw something together last minute.
