im not exactly sure, obviously wins losses go into it and schedule. but i dont know if there is a forumula or a poll or what. and it sucks being in a bad region becuase you prolly wont get the respece that you may deserve, but I would say come playoff time the rankings mean nothing, just if you win or lose. if anything being unranked may help and give you a chip on your shoulder.
