how do the rules on a tie in region work, do you look directley to the overall record first and if that is tied, then move to least away losses?

They can vary by region and they don't seem to be published anywhere for the general population to look at. Your coach should know what they are.

I know Region V 4A has a really odd/dumb one. I don't know the specifics, but it takes into account out of region games and some sort of weird point system. The way that would make the most sense would be some sort of aggregate score between the two teams that are tied.

They are different for every region

For Region IV-1A:
Two teams are tied: The team with the best record in head-to-head play will be the Champion and have the higher seed. If the two teams split during the regular season, one game playoff will be played at a neutral site to determine the Champion and Runner-up. The Executive Committee will determine the neutral site

More then two teams are tied: The team with the best record in head-to-head play among the tied teams will be the Champion and/or Runner-up and have the higher seed. If the teams are still tied the following format will be used:

Three team tie- If all teams have identical head-to-head region records, goals for, goals against, a hat draw will give one team a bye and the other two teams will play, with the winner playing the team that had drawn the bye for the Champion/Runner-up or the third/fourth seed
