Yes it is. The ball just has to be played forward and not played by the first player until it is played by a second player.

Yep, it's legal, by the book.
-Everyone was outside the penalty area until the ball was kicked, and then the teammate rushed in.
-The ball was played forward. (Nobody said it has to be played all the way to the goal!)
-The kicker did not touch the ball a second time until after another player touched it.
-The original kicker wasn't offsides on the pass, since he was behind the ball when it was played to him.

Sneaky and really unorthodox, yeah...but legal. I'd be interested to see how most officials at the high school level would react to seeing that, though!

It would be a really cool thing to do in a game but at the same time, not something I would ever consider -especially if the game was a close one.

The PK in the clip leaves a large margin for error versus just taking a 'normal' PK. A Penalty Kick is really an easy goal; twelve yards away from an eight-yard wide goal. A straight kick in either side of the net is an almost guaranteed goal. In my opinion, in a close game situation, the 'guaranteed' goal would be preferred over the fancy, 'not-so-guaranteed' shot on goal.

If I was a pro player and I had to pass the ball to score off a PK, I'd hang my head in shame.
