Each region has its own method for determining tie breakers. To my knowledge they are not published to the general public, but the coaches for each region should know them.

Here's a rundown as best I understand it. As many predicted, it's coming down to the wire this year...for 2nd place anyway.
The tie breaker that we've used in the past comes from the hsl handbook. First decider is head to head competition. The decider then goes to a points system giving more points for wins against higher seeded teams within the region. If still tied the higher seed will then go to the team with the higher winning percentage outside of the region excluding tournaments and then including tournaments. After that it would go to the team with the most number of wins outside the region excluding then including tournaments. After that it would go to a coin toss. It did last year but probably won't this year. There's an alternative system that incorporates goals against but the region coordinator didn't use it last year and probably wouldn't this year.
Confusing enough?
