What if you have a four team tourney. When they play each other they tie. Team A and B get the max amount of points against other teams. At the end they come back on the field for pk's to determine the winner. Team A wins. Does the game count as a tie or a does team A get the "W"?

Sounds like a win for team A to me....

Since this sounds like a PK shootout to break a points deadlock, all of the games should be ruled ties. The PKs only decide the standings deadlock, not the game. If the tournament rules allowed for game tie breakers, all of the games would have winners. So from what you described, the PKs do not decide the game winner, just the tournament champion.
