if a team ties for a spot in the region what breaks the tie. Is that when there is a game on neutral ground or does the team with the best record get the higher spot?
It depends. In AAAA, a point system is used. See http://www.schsl.org/2001/4a%20book.pdf. In AAA boys, each region decides on how to break ties. I don't know about others.
