GYSA Board of Directors Interpretation of Rules 3131 and 3134
A policy has been made in interpreting Rules 3131 and 3134 to read:
Rules 3131 and 3134 are to be considered together so that the players financial obligation to their club is tied to the one-year commitment. This would mean that a club's stated written financial player obligation as published by the club and accepted by the player for the year would have to be satisfied before a transfer would be considered.
