CESA website explains that they are doing the academy method, which they did this past season, but selecting a U12 premier team that will play 11 sided games next year in U13 level.

What are other clubs doing? Any of them going to do what CESA is doing?

I think BridgeFA is doing the same thing. They have 2 U13 teams but one is a true U12 team.

The BridgeFA U-12 is currently exploring the opportunities to play 11v 11 where ever there are options. Hopefully, someone will see the need for transitioning all the U-12 teams up to 11v 11, and provide them a structured environment(league) to play.

From what I hear, all the bigger clubs, except CSC, are fielding a U12 team to play in U13. I dont' know why CSC isn't though.
