It is an interesting problem. It seems that Charlie Slagle and CASL were openly admitting that there were significant problems with the fields.
However, since the adult league rents from them, CASL does not seem too upset that they collect $90 per player in rental fees. If CASL is really concerned about the quality of their fields, then limit the number of adult league games played there.
It seems though that they are concerned with the quality right up until it's time to scehdule adult league games and they see the $$ they can make from the adult league.... then field conditions don't seem to be a huge deal.
