FIFA has ordered the first game of a home and home series between Uzbekistan and Bahrain to be replayed due to referee error. Uzbekistan scored a penalty to go up 2-0 but an Uzbek player was ruled in the box before the kick was taken. Instead of having the kick retaken, as The Rules of the Game stipulate, the referee gave Bahrain an indirect kick.

When I first saw this story, i thought it might be two bottom feeders buried in one of the European groups. However, the winner on aggregate will face the fourth place team from CONCACAF (currently Guatemala with T&T only one point behind) for a birth in Germany 2006.

who cares! Uzbekistan was already winning 1-0 when the penalty was taken. Just give them the victory.

1-0 may not be comfortable enough going into the second leg. Sounds like Uzbek would like a 3-0 victory in-hand before the next match.

I thought he negated the PK b/c the kicker delayed as he approached the ball? Would that make a difference?

I believe as long as it is a constant movement once he starts, the kick is legal. The shooter cannot start and come to a complete stop and then start again. However, he can speed up or slow down or shimmy or anything else as long as he does not come to a complete stop.

The 1-0 argument holds no water when you are talking about aggregate victories. Say we give Uzbek a 1-0 win in Bahrain, but the Bahrain wins 2-1 in Uzbek. They are tied 2-2 on aggregate; however, the first tie-breaker is "away goals". So Bahrain wins and advances to the next round.

Oh, sorry, I didn't realize that this was a two game series.
But instead of replaying the game, which would be unfair to Uzbekistan who already fairly won, I say just give them the 2-0 win, because the player in the box did not have any effect on the path of the ball, or on the goalkeeper.

Or they could make a special situation where the uzbeks retake their penalty and that is all. If they make it, then they win 2-0, if not, it's just 1-0.
