SCHSL Rules Meeting & SCHSSCA Business Meeting Notes

***New officers for the 2003-2003 S.C. High School Soccer Coaches Association were elected: President Peter Heusinger (Stratford HS) and Vice-President Kevin Darlington (Ridge View HS).

***Past President Kevin Heise (Brookland-Cayce HS) will continue to coordinate the SCHSSCA Winter Clinic, while Scott Ruggles (former boys soccer coach at Stratford HS and a former President of the SCHSSCA) will assist Tom Reilly (former boys soccer coach at Wando HS) with the Home Depot North-South Soccer Classic.

***Dues will be raised in 2004-05 for SCHSSCA membership from $5 to $7.

***S.C. High School League is subject to the Freedom of Information Act, pursuant by a school principal.

***Fighting constitutes a two-week suspension with no appeal.

***Bench and team misconduct may lead to the ejection of the head coach if measures are not taken to control the atmosphere/situation.

***Coaches are encouraged to join the National Soccer Coaches Association of America (NSCAA). High School coaches can join for $70 and more information can be found at their web site -- NSCAA. This helps our Association by allowing for more players to be selected to national and regional all-star teams and boosts South Carolina's image in high school soccer.

***Varsity teams are limited to 16 regular season matches and two tournaments (one can be a preseason tourney) or 18 regular season matches and one tournament. JV teams are limited to 12 regular season matches and two tournamnets (one can be a preseason tourney).

***Varsity teams are allowed four preseason scrimmages; JV teams are allowed two preseason scrimmmages; Middle school teams are allowed one preseason scrimmage.

***No preseason scrimmage or regular season match may end in a tie (this excludes tournaments). This is applicable for both Varsity and JV contests. In the event of a tie at the end of regulation, the overtime procedure is to play two five-minute overtime periods and if still tied, progress to a penalty kick shootout.

***Each team shall provide a "game administrator" at least one hour prior to kickoff to assist the visiting team and officials and also to monitor crowd behavior.

***In the event that officials are not present at the scheduled time of kickoff, schools are asked to allow a 30-minute "grace period".

***The bottom of a shinguard cannot be higher than two-inches above the inside ball of the ankle and must be of manufacturer's design.
