2008 Overtime Procedure Proposed – Based on votes tallied at SCSOCCER.COM and at the SCACA Summer Clinic a move has been made to change the current overtime procedure for regular season high school soccer in South Carolina.

***The current system has overtime consisting of two five-minute periods and if still tied decided by penalty kicks.

***The proposal is to lengthen overtime to two full 10-minute periods (no “Golden Goal”) and if no one wins the match, then the game would end in a tie.

***The playoff overtime procedure would remain the same as it is now with two full 10-minute periods, followed by two five-minute periods (“Golden Goal” in effect), and if still tied move to a penalty kick shootout.

***A proposal for the tie-breaking procedure for each individual region will be included in the proposal as well. Each indivdiual region is responsible for their own tie-breakers, but we will include one common tie-breaker procedure as part of our recommendation.

Letters from the SCHSSCA will go out to SCHSL Principals, Athletic Directors, and the Executive Committee next week. Please speak with your respective administrators in support for this measure.

Dear School Principal / Athletic Director:

The South Carolina High School Soccer Coaches Association (SCHSSCA) would like to propose a change to the current overtime procedure for high school boys and girl’s soccer matches. The SCHSSCA conducted online polls at www.scsoccer.com – the association’s official website – as well as a vote at the SCACA Summer Clinic in Charleston and more than 80% of the constituents are in favor of amending the current overtime procedure used during regular season play.

The current overtime system includes two five-minute overtime periods and if a decision has not been rendered, then the game proceeds to a penalty-kick shootout. The SCHSSCA proposal is to lengthen overtime to two full 10-minute periods (no “Golden Goal” or “Sudden Victory” goals) and if no one wins the match, then the game would simply end in a tie. Ties are inherently part of the game of soccer on the national and global scale and we would like the tie to return to the prep regular season games. The current overtime procedure for the playoffs would remain as it currently is arranged.

In order to assist regions with tie-breakers due to the possibility of ties during regular season and region play, the SCHSSCA would like to offer the following tie-breaking steps.

Step 1 – Soccer Points System: Points would be assigned for Wins (3 points) and Ties (1 point), while Losses would count as zero (0 points). The total points accumulated in region play would give you the region order of finish. For example – Team / Points / Wins / Losses / Ties:
•Team A / 19 / 6-1-1
•Team B / 14 / 4-2-2
•Team C / 11 / 3-3-2
•Team D / 7 / 2-5-1

If two teams are tied for the region championship, and these teams have split during the regular season, they will be declared co-champions with the following tie-breaking system being used to determine the higher-seeded team for playoff purposes:

Step 2 – Region Point System: The following value would be used in assigning points for a win within the region:
•1st Place = 6 points
•2nd Place = 5 points
•3rd Place = 4 points
•4th Place = 3 points
•5th Place = 2 points
•6th Place = 1 point

If two teams are tied for a region position, each team will be acknowledged as that particular seed when the point system is used. Example – if two teams are tied for the 3rd place position, any win against either team would be assigned 3rd place points.

Step 3 – Tie-Breaker Order: If the point system does not break a tie for the region championship or a playoff spot for 2nd or 3rd, the following head-to-head tie-breaking system will be used:
•Step 1 - Goals against the tied teams
•Step 2 - Goal Differential with a maximum of three
•Step 3 - Away goals
•Step 4 - Coin Toss

If tied for the last playoff spot, a playoff game will be used to break the tie instead of Step 2. The region president’s school will serve as the host site for the playoff game unless his/her school is involved in the tie. In this case, the playoff will move to a neutral site arranged by the region president. The Athletic Director of the host school shall administer the game. The host school will get concessions, pay all costs associated with the game and split the remaining admissions 50/50. A financial report will be sent to each region school.

The South Carolina High School League Executive Committee denied the request by the SCHSSCA to change the overtime format during a regular season contest.

The Executive Committee felt that no contest should end in a tie. Additionally, it appeared that no administrative input was submitted in your request.

"No administrative input"....what does this mean? There was no AD or HS principal that got behind this cause? Nobody pleaded the case?

I assume that this is the case. We sent out a letter to each Principal and AD as well as Executive Committee meeting and asked all SCHSSCA members to contact their respective administrators in support of this measure, but to no avail evidently.

We will address this again at the Winter Clinic and hopefully have on the next Executive Committee agenda January 24, 2007.

This would be the only reason to get into administration, whether it be as a principal or AD. There are not enough folks out there interested in being our voice.

Wayne, J.F. Lucas is currently the principal at Greenville HS and a former boys soccer head coach with the Red Raiders. Perhaps we need to get this information to him for the spring meeting. Another avenue to pursue is Ozzie Ahl, an assistant principal at Northwestern HS and a former boys soccer head coach with the Trojans. I'm sure there are others, but having contacts with school administrators seems to be a fundamental need for our organization!

I like the time changed to 10 minute periods but I would love to see it changed to (Golden Goal). I've refereed and coached many games that went into overtime and a goal was scored in the 1st minute of overtime. The teams were given 80 minutes, how much more time do they need?

I think many ADs and principals seem this as non-important and just read it and go on with no big deal. I agree with the proposed format and i even talked to my AD about it, and he pretty much blew it off like it was no big deal

this is ridiculous; i think a tie is reasonable in the high school league; we see how others leagues have done it and went back to the tie system. what does it hurt having teams tie and not have a winner and loser; i think having points for wins and losses and ties is great...schsl needs to listen to the coaches and not be so almighty!

also, i think the OT's should be golden goal; it is in college soccer-i can understand the playoffs but regular season should not have a shootout to determine a winner...leave on the field of play

so what is the reasoning for them not to change the OT? i think it is stupid that you go into PK.s; i have coached in several states at the high school level and this is the only state that does end a game in ties, unless playoffs or a tourney. Also, most places if a team loses in PK's, the game is still considered a tie, not a loss for a team; but that is south carolina fr ya
