According to handbook, first soccer practice can be January 28. Is this essentially when schools can begin tryouts, or can they begin earlier?

Yes, January 28 is the first day of tryouts ... You may do preseason conditioning prior to this date, but no work with a ball unless 1-on-3 training.

Also remember that conditioning cannot be made mandatory and attendance or lack thereof may have no effect on tryout results. Any coach that makes that requirement could be subject to disciplinary actions by SCHSL if reported.
