If not... then essentially South Aiken is a 4A team playing in 3A.....

The answer to your question, South Aiken has always been low in the numbers of people to be considered a 4A school. It has always been very up and down, which is why it has changed from 3A to 4A and back several times since it has opened. Two years ago when the last count was down a smaller freshman class was coming up which pushed SA down to a 3A school, the next year when the counts were done again the Freshman class must have been bigger pushing them back up to a 4A school. However even though they are a 4A school next year they are the VERY LAST team to be considered 4A, I would expect this to fall again.
