NSCAA State Chairman Responsibilities

(A) To organize a committee of coaches to select the girls/boys worthy of All-American selection. The number of girls/boys to be selected is determined by the All-Region and All-American selection process. This list of girls/boys will be in numerical order. The list will be sent to the region chairman by a specific date every year.

(B) To see that the All-American nominees receive the official nomination form at the earliest possible date.

(C) To see that the nominees' coach knows that he/she needs to be a member or intends to be a member; without this commitment the nominees will be removed.

(D) To encourage NSCAA membership.

(E) The state chair will have a written selection process statement. This process will be chosen from the list approved by the NSCAA. The process for South Carolina is:

NSCAA Process #1 - South Carolina Process
All NSCAA members that serve as a Head Coach or Assistant Coach from the state are contacted and allowed to nominate players. Once nominations are closed, all NSCAA members are allowed to rank the players. The ballots are then tabulated using a predetermined system (e.g. most points win, throw out one high score and one low score, then add up the points). The calculating needs to be checked and all ballots saved. A committee chairperson and an assistant, who is listed with the NSCAA should do this.

Amendment: South Carolina ranks the players 1-2-3-etc. with #1 recognizing the top selection.

NSCAA Process #2
If a state has leagues, regions, areas, conferences, etc., this group shall meet to evaluate the players and rank them numerically. These ranked players are carried to a state meeting where all players are discussed and are numerically ranked. The official committee is made up of league representatives and a chairperson and needs to be listed with the NSCAA.

NSCAA Process #3
Individual coaches send nominations to a committee. There needs to be written evaluations on all players nominated. The committee should consist of high school coaches from a cross section of the state. The use of college coaches, youth coaches, and/or parents is approved, but strongly recommended that they are not allowed to vote. Their input needs to be recognized and used in evaluating. The committee needs to be listed with the NSCAA along with the chairperson.
