I'd actually remove any reference to the league as honestly it wouldn't matter to most whether tournaments are on same day or adjacent weekends, or even a month apart.
I think the larger issue is that you only have a finite number of teams and most limiting to one local tournament each season. And then you are right, you still have to concern yourself with prevailing league concerns and schedules demands at different times of the year.
Hosting or sanctioning competing tournaments in same market in relatively close proximity really will not end well for any who do it regardless of league affiliation. And hardest for those trying to enter that market.
If we were to consider hosting a tournament in the low country, I can guarantee you we would not apply for one in SEPT/OCT or MARCH/APRIL
