Given that PMSL is part of a broader promotion/relegation system within SCYS/USYS, I'd suggest that teams are in there to win (or lose).
The new policy for this league controls both ends of the spectrum (for better or worse) and while I certainly agree player development should be prioritized over wins/losses good league placement and competition will help in that regard.

What is perhaps lacking here is a broader view at every level (in every league), and I suspect some of these clubs are reflected poorly unfairly on this one view (as others look good).

I'm actually amazed we had 103 games and equal to SCUFC in mass (at top). Imagine if we had used an 'uber' level for clubs with 100+ games, we would have come 2nd grin but then again also last frown
