that is totally unsporting behavior an deserves at least a yellow card.
But, if the foul prevented an obvious 1v1 with the keeper, or the momentum of the attack was quite strong but disrupted by the intentional handball, then maybe a red card is due.
I don't know, but if I saw the play in question I would have a solid answere. Many factors apply. A handball in the box deflecting a shot is definately a red card offense. But one 25 yards out? depends on how much advantage the referee thinks the offending player gained from the handball (and how much guts the referees has).
