These seeds are how others do it save AAA upstate. Region finish and pairings. We used to do it on points total in AAAA, but not anymore. Not enough teams in your region to field four playoff teams...somebody gets a bye. I'm sure there are some deserving teams, but don't know how you'd find the most deserving. Lower state is a bit week save the Charleston/Myrtle Beach area (and you Columbia).
