Using shirt color to signify grade level does not make sense for 2 reasons:
- If the referee crew were made up of different grade referees, which happens often, the referees would have different color shirts. FIFA and USSF require the entire crew to where the same color.
- If the referee's grade called for a red shirt and one of the teams is wearing red, there would definitely be an issue.

BTW, the USSF Referee Administrative Handbook can be found here. The grade levels are defined on pages 16-17. The uniforms are described on page 24. Gold (yellow) is still the primary shirt color. Alternate colors are black, red, blue, green.
