I don't know if ther is a simple anwser about the NCAA, we have a coach at our school who spends most of his time going through the pages of the NCAA book. It is almost a full time job, making sure the athlete takes the "correct classes" Etc.
I feel like the majority of students accross the country, for the few who have "bent" the rules in the past
