Its a fine line for refs. If both sides are playing physical they most likely will let more go. The goal of the ref is to keep play moving if they can. however i agree that this poses a problem when physicality turns into dirty play. Even worse players know how to get away with this in a 2 man system and even a 3 man crew.

Just to put the costs of 2-man vs. 3-man systems in perspective, I pulled some sample figures...fees vary slightly from game to game based on how far the officials have to travel (base fee + mileage compensation).

Sample JV/Varsity combo with a 2-man system: $181

Sample JV/Varsity combo with a 3-man system: $249

With similar figures for each game, that's a difference of approximately $68 per event; in an average season with 8 home double-headers, that would be a difference of $544 over the course of the season.

Illinois allows the two man system, but most conferences do not allow it. I hardly ever take games that only have two referees, and when coaches complain about a call, 90% of the time it is because it is almost impossible to call a great game with two referees. I just tell them to get their school districts to ante up with the extra bucks to provide a well refereed game. I hate do ref in a two man system, and I know that the game is going to have calls that are not nearly as good as a three man game. I would vote to outlaw the two man system.
