I think a fair way of keeping private schools in the public school league would be to count each student as 1.5. A school with an enrollment of 800 students would then be looked at as having 1200 students, thus pushing them up a classification. I believe this or another measure similar to it was voted down 3 or years back. From what I understand many 3A and 4A schools voted against it, most likely because they did not want to compete with these private schools.
