The old rule prohibited a player from playing more than 3 halves of soccer in one day which is actually a NFHS rule and it definitely limited the participation of GA teams in out-of-state tourneys. These tournament games also count towards the total # of regular season games that teams are allowed to play which is 18. Hope this helps!
