http://abcnews.go.com/2020/video/sexual-misconduct-us-swimming-10337006This is a topic that came up many times when I was on the SCYSA board. USSF or US Youth Soccer did not do a good job, at the time 2004-2008 I believe, of tracking problem Coaches or Volunteers from state to state. The problem was that some state organizations didn't want to keep a list that would be shared and neither would the clubs always tell the state organizations about any problems. I know that on the SCYSA board we wanted all information and would be happy to give that info to another state organization if it helped in protecting a child. SCYSA error-ed on the side of the child and didn't worry if a lawsuit was filed because we gave out a name or warned another state organization. More organizations need to shed light on this problem instead of trying to hide it because of possible bad press.
