That makes absolutely no sense to me. You already have the state divided by school size. What would be different if you created four divisions and divided by by another method. Each team would still have the same opportunity to win their division. In fact, most schools would have a better opportunity to win.

I'm very confused about what you are trying to say. You're OK dividing, but only if by school size and not another factor?
