Have absolutely no opinion on who should receive this poition (as a disclaimer), but a few thoughts from someone who (in his day job) has hired a few folks.
The job description state this (as general overview), and must be the basis for any hiring decision
General Overview:
- Manages the SC Youth Soccer State Office and all employees and contract labor individuals
- Administers directives from the SC Youth Soccer Board of Directors
- Oversees the SC Youth Soccer Business Plan as produced by the SC Youth Soccer Board of Directors
- Implements policies as directed by the SC Youth Soccer Board of Directors
- Administers programs and tournament event development
- Responsible for all budgets of SC Youth Soccer
- Assist SC Youth Soccer on all legal matters, grievances, mediations, league issues, insurance issues, and regional/national matters
- Sponsor recruitment, development, expansion and relations
- Serves as point of contact at Regional and National events/meetings
- Any other matters deemed necessary by the SC Youth Soccer Board of Directors
Beyond that, I would say that any Executive Director (for any nonprofit or member based org) has a primary responsibility to support and execute on the mission of that org.
For SCYS (from the website) this includes: "The purpose of SCYS is to develop, promote, and administer the game of soccer among players under the age of 19 years...South Carolina Youth Soccer and our members are dedicated to promoting and improving soccer for everyone in the state of South Carolina."
Based on all of the above, if I were hiring, I'd be looking for a 'management type' over a top level (elite) soccer coach, unless that soccer coach happens to also be a 'management type'. I wish everyone who feels qualified and inclined to apply for this job the best of luck and trust this new position will help South Carolina Youth Soccer (and member clubs) achieve all our goals (forgive the pun).
