You guys are making way too much of this. Think of a handball as a certain Supreme Court justice once thought of pornography. To paraphrase:
I may not be able to define it, but I know it when I see it.
The problem is, many of our current high school officials are:
1) Because of fitness or laziness issues, not in proper position to SEE it;
2) Too gutless to call it EITHER way; or
3) Too inexperienced to call it correctly.
