I'm definitely against overall limiting subs and no re-entry at the high school level. For most of us, high school ball is still developmental; I think players should be allowed PT whenever possible as the game dictates. Also, in the case of a lopsided game, would you really want a team to be forced to leave 8 of its 11 starters in for the entire game while others with dire need of playing experience sit and watch, or would it make more sense to be able to clear the bench and let as many as possible play?
If you are putting in players with only 5 minutes left and telling them that the only time they get, then they are not receiving valuable playing time. All players need valuable and critical playing time. It is a way to build confidence in them. When all you do is stick them in the last 5 minutes when you're up by 3 goals, that's not valuable or critical playing time.
