I love the concept of relegation/promotion, but not in high school. Kids and coaches come and go. Suppose I go through a nice run of kids, a la Lincoln a few years back. Over a few years, I get promoted, only to reach the highest level THE YEAR AFTER my best players graduate.
Also, a promotion/relegation system might prompt kids to transfer from school to school in search of competition and championships.
