I believe you are a Northwestern fan, so this is how you would view the Trojans' region standings.

1. Go to the S.C. Scoreboard on Eurosport:
http://www.eurosportscoreboard.com/page_state.php?s=SC

2. Scroll down and select Northwestern:

3. Click Conference:
http://www.eurosportscoreboard.com/page_conference.php?id=2153

4. Then, select Boys or Girls
http://www.eurosportscoreboard.com/page_conference_standings.php?id=2153&mw=m

The boys standings for Region 3-4A will be displayed.

Why do they change region IV and V every other year?

That is due to the South Carolina High School League reclassifying schools every two years. The current regions will be in place again next spring for soccer, but will change for 2013 and 2014.
