Technically, if it is at the U13 and 14 level, AND the HS coach is affiliated with a club it would be a recruiting violation whether they get paid or not as they have not completed their cup season yet (classic or challenge)

Enforcement of the rule by SCYSA is a different subject and can only be done with factual evidence
