Mr. Hulion,
I write you this email to protest your handling of questions at the AAA meeting recently. You were asked about a possible change in the uniform rule proposed by soccer coaches. Our pursuit of this rule change is not only on behalf of soccer but on behalf of all sports, since they all will be affected eventually. We put a lot of thought and preparation over the last year leading to this moment. The fact that you dismissed it with careless inaccuracy and in a way that led to the embarrassment of the AD at my school and that allowed an atmosphere of disregard for me, as the author of the proposal is not taken lightly. Clearly you gave very little prior consideration to your answer and were ill-prepared to answer the question properly. Rather than remaining quiet and being presumed to be uninformed, you spoke and thereby removed all doubt. You treated our concerns as somehow beneath you and the consideration of the AAA Conference. How dare you treat us with such disregard?
Sir, I have 31 years in coaching and teaching in SC, as a SCACA member and have served with distinction as vice president and president of SCHSSCA. I am founder and SC coordinator of the only interstate soccer all-star event in the country and currently on the SCHSSCA board as well as in its Hall of Fame. I take offense to your handling of this issue! I am NOT just a coach talking.
In your dismissal of our concerns you stated that it was a federation rule and nothing could be done about it. Sir, that was totally inaccurate and unprofessional on your part. I ask, if there is no mechanism for rule change at the NFHS, than why do they have a rule change form and procedure? Are you not aware of this? Someone in your position should be more familiar with the facts. Below is a copy of the form as well as an email from Mr. Koski at NFHS with information about HOW TO CHANGE A RULE. Were you just unprepared? Do you think SCHSSCA was not prepared? Do you think soccer is not worthy of your careful consideration and your time?
Sir, you have made a fool of me, my AD and the entire SCHSSCA. You have shown that you are unaware of the facts. We demand more of employees of SCHSL who, after all, work for the members. I would urge that you contact all members of AAA Conference committees who were present, apologize for your inept handling of the question and that you inform them that there is a procedure to request a rule change at the national level as well as an avenue for state adoption. Please also explain that SCHSSCA is following that procedure.
Signed,
Wayne Quinlan

Wayne,
It was good to meet you in Baltimore! Thanks for contacting!
You are correct, as your state high school association executive director (Jerome Singleton) will need to sign your completed rules change proposal form. Once he has signed, you or he can forward to us.
It is not necessary to have more than one form as this is technically what the survey is for. If we receive the signed proposal form we will place on net years(sic) survey.
Thanks for your efforts and please contact with additional questions.

Suggested Change: TYPE or PRINT exactly as you wish the rule to read
(Underlining shows additions; strikethrough shows deletions)
The home team shall wear white or light jerseys and socks and the visiting team shall wear dark jerseys and socks.
Rationale (Be very clear in your explanation): The recent rule change to solid white home jerseys does not meet the 3 criteria that the NF uses to consider rules changes. The criteria are; safety, increase in participation, and upholding the traditions of the sport. In fact, it goes against the traditions of the sport as most professional and national teams have some sort of color variation to their jerseys. In most cases jersey color problems are due to poor communication by coaches. If the referee rules that the jerseys are too similar the home team should be required to change or wear vests and the state association should be notified. This means that the home team would simply have to bring both jerseys to their games, which is a common practice at the amateur level.
