At the Upstate rules meeting they indicated a shift from years past, from only doing OT/PK's if time allowed to trying to have winners in each JV match. This was to clear up different practices in different parts of the state.

We left one early non-region match a tie by mutual consent, and I think both coaches CAN consent to leaving it a tie at the end of regulation -- but if either coach requests, then it's OT/PK's.
