Following that logic why not just name the best players from the Upper and Lower State Championship participants- the final four- because obviously they have shown on the field , where it counts, that they are the best. And All State is supposed to be the best players in the State. In wrestling, the last 8 guys in the tournament make All-State. Regardless of how well your season ended, if you didn't make top 8, you were not all State.

I think the best way is regional. That is only the true measure of how great players are. Or cap the team members like in Clash or N/S.
