Simply put, if a match ends in a tie (i.e., 0-0) and overtime is played, then penalty kicks decide the "winner". However, if a contest ends in a draw and no overtime is played, then the penalty kicks are used only to determine who advances in a bracket format so that match would be recorded as a tie.
