Must say it seems excessive in both cases. Almost must say the majority of our officiating has been good this year. When I was in the Lowcountry, we were allowed to black ball one name from officiating list if we felt conditions such as you mention existed. Both of my A.D's encouraged me to do this if deemed necessary.
