I agree that regular season matches should end in ties. I think we should still have the two 5 minute or 10 minute overtime periods but as said earlier, pk's do not show how well two teams have played.
As for jv matches, two 35 minute halves would be great.

No PKs, 2 10 minutes OTs for regular season.
2 10s and PKs if necessary for playoff games.
If traveling far : reduce the halftime for JV.
Varsity should be warming up on the side and ready to go on time.
Any player that has played club and particpated in tournaments knows that it is a luxury to warm up on the field. You can do just as well in a small area.

Reduce JV halftimes?!? What would you reduce them to-- 10 minutes to 5 minutes?? That is unfair to those players. I think if you are traveling, then 30 minute JV halves with a 10 minute halftime is fair.
Yes, the varsity should be warming up, but those who have played high school soccer know that there is rarely enough room to do more than jog and stretch off the field, AND if there is room, it is rarelt lighted. That is why 15-20 minutes on the field is required.
However, by eliminating PKs and using two 10 minute OT periods, both games can be as good as they can be without player safety being an issue.

Coach.... I disagree with the warm-up. You can do alot in a small dimly lit area. The idea is to get the body ready for the physical aspect.
Halftime was to keep the game as long as possible. I much rather play than have reduced playing time.

As a coach, I have to disagree that running tunnels is a great way to get players ready to play. This is about the only functional thing to do in a small area. 4v2 possession is good as well but not for very long. Both of these activities are good to warm-up with but are not terribly game related. Plus, players get bored with these very quickly. Both are good for about 4-5 minutes before getting stale. Many of my teams have had to warm-up in the circumstances you describe and they are never as ready as if they get a decent amount of time on the game field. When you were a player, did you like having 5 minutes on the game field to warm-up?? When you got that short of time, did you feel as prepared as you would have liked?? What if you were playing at a school that had no place to warm-up besides the game field?? How can you allow player to warm-up long balls or warm your GKer up on this tight of an area??
I want some 5v3 or 6v4 to goal. That is a better way to get players ready for a game. Varsity players do not deserve reduced quality warm-up time in order to make a JV game longer. As a coach, I will never support sacrificing varisty warm-up time for longer JV games, unless it is an in-town game. With that in mind, JV players deserve the right to have a full half time in order to recover and put forth their best effort in the second half.
I still say that if you are traveling a great distance, then keep the JV game at 30 minute halves and a 10 minute half time. The Varsity game should then start 20 minutes following the completion of the JV game. A local game may be able to have 35 minute JV halves b/c travel time is not as big of an issue.
The JV game should have no OT and the Varsity game should be two 10 minute periods of golden goal.

Coaches - thanks for participating in this discussion. I think the obvious weakness in ending games as ties is that some teams might be tied at the conclusion of region play. I'm not convinced that goal differential is the best option to break the tie. Let's brainstorm some other options. Right now each region has tie breaking proceedures. Should we seek to make some of these proceedures uniform for soccer statewide?
Also, the ideas about amending the rules for jv are good, but let's try to stay focused the PK issue.

Leave the games as ties and make the tie-breaking scenario good state-wide:
1. head-to-head 2. goals allowed within region 3. goal differential within region 4. coin toss

Get rid of PK's in the regular season! Two 10 minute overtime periods and that is that. PK's do no justice to either team! Lets seriously look into ways to create a fair way to break region ties. That is the only downfall of not using PK's during the season. A tie at least provides the lesser team a point for holding off a better team and provides at least something for the team that should have done better!
Could we ever get the High School League to ever change this???
