4 for obvious reasons, 3 because weak teams in the conference would have to be slaughtered.

Since every team has two play the region opponent home and away, why not do what the champions league or FIFA do with goal aggregate.

This will mandate to play attacking soccer. If goal aggregate is tied then do the away goal calculations.
