Hmm...I hadn't considered that it might cause "watering down." Now I have to cancel some matches!
Seriously, I suppose that is a consideration. On one level I think many coaches would still seek out the best competition to better prepare their players for the toughest region matches and the playoffs. Watered down teams would probably then lose out to better teams making 3 and 4 a non-issue. Still, it is a consideration. What are some alternatives? I don't want to get into goal differential, personally.
