I wonder if SCYSA could put together a committee to consider the following:

Media Release
GYSA Club Pass System
In an effort to address several requests of our membership, and a need to ease player movement within a club for player development purposes, and to ease administrative work for league administrators, GYSA and several committees are
reviewing ways to meet the demands of our membership.

A GYSA CLUB PASS SYSTEM has been one of the most talked about programs for several years. The committees involved in the initial discussion of this program put together a proposal which was submitted to and supported by
the GYSA Board of Directors at their May 2004 meeting.

The initial talks regarding this subject have produced several different ideas with many different proposed mechanics for implementation. The most agreed upon are:
1. To allow club coaches and DOCs to move players within their league to promote player development without having to follow complicated
and costly transfer procedures.
2. To allow smaller leagues the flexibility to maximize the number of teams they can field through the use of the GYSA CLUB PASS SYSTEM.
3. To ease administrative duties and costs of leagues and GYSA
4. To ease rescheduling issues caused by the lack of player availability to
participate on any given day.
As with any new program, there will be some limitations and specific mechanics that need to be worked out but the committees feel confident that the new system will be a welcome move by GYSA. Existing GYSA rules will need to be reviewed to allow for easy implementation. State Cup rules will have to be considered prior to any final guidelines being published.

The system will allow Athena and Classic players to play in a higher division or play up an age group within the same or higher division of play on any given day for regular season play without the need for intra league transfers.
Players would be allowed this movement within their league. Since our select programs have relegation and promotion system, this system will not allow players to play down in age nor division of play during regular seasonal play.
We have also discussed game day implementation and the need for slight changes with pre-game check-in to make sure this new system is not abused.
Rule change proposals are currently underway for presentation at the GYSA Semi Annual General Meeting scheduled for Saturday, July 10, 2004 in
Macon, GA. We welcome your input and your ideas regarding this proposed program. Please keep these proposals in mind as we prepare for the
declaration of teams and the registration of players for the Fall 2004 season.
Please submit comments by May 24, 2004 so that the committees can meet and review prior to the June 10, 2004 deadline for publication of proposed rule changes. Please contact any member of the committee with your comments, suggestions, and/or concerns.
