I honestly don't know. The language in the announcement seems to indicate that no appeal is possible, but from memory I thought that there was both an appeals and a grievance process through the USSF.
Here's the issue: I'm not sure why the USSF would care. The USYSA would probably care -- if I were running it I'd see this as a suicide by one of my state affilates that hurts me. But the USSF is the parent of both USYSA and USCS -- and I would wonder if they would just figure "what the heck -- if USYSA wants to kill themselves there's always USCS, AYSO, and SAY."
