I am also trying to understand this as well. At this point, I'm left with the following possibilities (a) the SCYSA has attempted to craft a rule targeting CESA but has inadvertantly ensnared at least Bridge and possibly other clubs or (b) the SCYSA constitute a bunch of hapless idiots. I don't believe (b) to be valid.

This may be the single greatest understatement I have ever heard. It's like saying "Something smells slightly peculiar -- did a skunk just spray up my nose?"
