This is precisely what CESA was trying to do; no more, no less. It was attempting to train teams consisting of 100%, or almost 100%, Columbia-area players in the Columbia area with coaches from the Columbia area.
You keep trying to differentiate one from the other -- why? You don't have to worry about the decision interpretation: since CSC is unbound by SCYSA decisions it has full rights to do this unless the SCYSA were to refuse to sign inter-state transfer forms (as per USYSA rule 201.)
Now...the more I look at this...the more I wonder why the SCYSA is allowing teams of players to transfer to another state based on the logic of their decision.
