You are right foul or abusive language should be punished with an appropirate card. However, in my experience if I gave a card was everytime some player uttered a four letter word their would be no one left to play many games! I try to use preventive refereeing by talking to players, while the game is going on, about the language they are using and remind them that it can be punished harshly at times. This usually quites the bad language and allows the game to go on without stopping for a card. However, if this does not work it must be carded!!!
As for the handball issue. It is up to the discretion of the referee to determine if it was intentional. I try to look at the body postion, arm postition and if the arm was moved to the ball before calling a handball (or handling, to be more correct). I laugh out loud often when I hear parents yelling "HANDBALL" everytime the ball touches any part of the arm.
Just a couple of thoughts. But remember that you too can be a referee and make positive changes in the way the game is refereed.
